Outlines ways in which the World Bank and other development institutions can help governments with reducing the size of the military and with social and economic development. The paper focuses on the reinsertion and reintegration phases of ex-combatants as a critical element in the transition from war to peace. It provides lessons from case studies of Ethiopia, Namibia, and Uganda and from operational experience. Additional coverage is given to Angola, Eritrea, Mozambique, Rwanda, and Zimbabwe. The reintegration of ex- combatants is further linked to reconciliation and the rehabilitation of social capital.
