This paper evaluates Latin America's experience in the transfer of certain responsibilities from the national to the subnational levels of government. The experience of countries that have already decentralized the provision and finance of public services provides some generalizable lessons. Education, health, and rural roads are among the sectors examined.
The authors recommend wider use of well-designed sector-specific transfers and emphasize how weak administrative capacity of the central and subnational governments constrains the use of incentives and conditions in grants. They also recommend ways of developing mechanisms of accountability so that citizens can monitor the provision and financial management of local services.
