This study surveys and evaluates the status of privatization in Ukrainian agriculture. Although the Ukrainian government renewed its commitment to economic reform in 1994, the creation of farms capable of functioning in a market economy lies ahead.
The authors present an empirical picture of the transition as viewed at the farm level through the eyes of private farmers, managers of reorganizing farm enterprises, and employees of these enterprises. The study should provide a useful tool for Ukrainian decisionmakers in assessing accomplishments and identifying the next steps in agricultural privatization.
