World Bank Technical Paper No. 265. The Women's Enterprise Management Training Outreach Program (WEMTOP) is a three-year pilot training project that began its design phase in 1991 in Bangladesh, India, and Philippines. WEMTOP aims to strengthen the capacity of intermediary nongovernmental organizations to deliver management training to poor women in rural and urban areas. This study analyzes how WEMTOP was designed and how it provided a social methodology promoting local ownership of the project. The study is divided into four parts. Part I outlines the issues involved in identifying the scope of the program and its training content and methodologies and in crafting instruments for training delivery. Part II reviews the initiation of the program's design and an overview of its design phase. Part III discusses the remainder of the design process and analyzes the implementation of the principles and processes. Part IV focuses on lessons learned.
