The third annual progress report assesses the country- and region-specific elements of the World Bank's poverty reduction activities during fiscal 1994. This important review evaluates whether the Bank's support for governments in individual countries is appropriate and effective by examining those individual country circumstances, as well as the Bank's efforts in the aggregate. It outlines the Bank's country assistance strategies and their implementation, bankwide trends, and ways of measuring the results of Bank lending and intervention. The study finds that the Bank's implementation of its poverty reduction strategy remains robust. But it also emphasizes that it is the outcome of these efforts which is of primary importance. Monitoring outcomes is difficult but possible on two levels--at the project level and at the national and international level in terms of trends in poverty reduction. Poverty Reduction and World Bank was presented at the World Summit for Social Development in Copenhagen, Denmark, March 6-12, 1995. The summit was meant to unite heads of state and governments from around the world in developing a joint action plan for progress on poverty reduction, the expansion of productive employment, and social integration.
