Presents the issues and recommendations that emerged from a study of public utilities by the World Bank and other international organizations during 1989-91.

The poor performance of many publicly owned utilites over the past two decades, despite extensive financial aid, prompted the World Bank and nine other international aid agencies to launch an investigation of power plants worldwide. This paper presents extracts from a large report by the study team that visited 25 diesel plants and evaluated data from nearly 200 others. Recommendations made are designed to assist energy institutions in developing countries and the personnel of technical and financial aid organizations.

This volume stresses good governance and institutional and managerial performance as keys to efficiency. This emphasis reflects a growing consensus among international organizations on the importance of appropriate policy and legal and regulatory frameworks to the development process. An annex contains a checklist providing a point- by-point review of quantitative and qualitative factors that can be used to rate the performance of a utility. Quantitative measures are accompanied by target values where appropriate.
