Evaluating Management Information Systems: Best Practices from Europe and Central Asia is part of the World Bank Working Paper series. These papers are published to communicate the results of the Bank¿s ongoing research and to stimulate public discussion.

The number of countries in Eastern Europe and Central Asia using Competitive Grant Programs (CGP) for financing agricultural support service, research, community development programs and environmental projects is increasing. The achievement of CGP objectives depends on the quality of implementation and on the results achieved by sub-projects. It is therefore important to monitor and evaluate sub-projects so that any problems encountered may be quickly resolved and lessons learned fed back into the implementation process.

Evaluating Management Information Systems focuses primarily on the processes involved with the monitoring and evaluation of CGPs ¿ a key element in identifying and resolving implementation problems, in measuring outcomes and improving future performance. The guidelines provided in this report were developed by drawing on the experiences and lessons learned in implementing CPGs not only in Eastern Europe and Central Asian countries but also in other regions served by the World Bank.
