The economy of Cambodia is at a cross-road. A measure of political stability has been restored after years of turmoil. This provides an environment for determined efforts to accelerate economic development. At the same time, the country is in a process of transition from a centralized, command-oriented economic system to a market-oriented one. This publication addresses some of the issues related to the role of the Government and the associated need for planning. Part one deals with some general considerations which should go into the determination of the relative role of human capital in economic development, and a discussion on the planning process in Cambodia. To facilitate the exchange of experiences among countries from which those at earlier stages of development can benefit, part two is designed to illustrate the experiences of Bangladesh, Malaysia, the Republic of Korea and Thailand in selected aspects of the planning process.
