This technical paper evolved from a presentation by the author at a seminar in Libreville, Gabon, on the methodology of poverty analysis, and provides an in-depth discussion of inequality and poverty indicators, the normative content of distributional analysis, and the application of binary models to the analysis of the determinants of poverty. It includes an analysis of the effect of budgetary policies on inequality and poverty, as well as many empirical examples to illustrate and support the analyses. The author underscores the critical importance of value judgments made in social policy analysis. He argues that because such value judgments are the ultimate determinants of the policy recommendations that are made, they must be subjected to sensitive analysis.
